20 May Viglacera commences construction of service areas and housing for workers at the Dong Van IV industrial park in Ha Nam Province

As part of the National Housing Development Strategy up to 2020 with a vision towards 2030, Social Housing Development (SHD), especially housing for workers, is a sensible government policy aimed at providing affordable housing for low-income people. However, despite receiving massive support from the public and social organizations, the policy has not yet received positive response from many localities and enterprises, consequently the slow implementation of the policy has led to a serious lack of social housing and accommodation for workers.

To show strong determination in realizing instruction of the Prime Minister in Directive 03/CT-TTg dated 26/01/2017, Viglacera started right away building housing for workers at the Yen Phong Industrial Park on February 20nd, 2017, asserting its leading role in SHD. Just 3 months afterwards, Viglacera constructed service areas and housing for workers at the Dong Van IV IP, Kim Bang, Ha Nam, celebrating the 127th birthday of President Ho Chi Minh and also contributing a meaningful activity to the Workers’ Month (5/2017).

Viglacera’s housing project at the Dong Van IV Industrial Park is expected to provide a high-end, civilized and modern accommodation synchronously consisting with local technical infrastructure for workers and experts. The introduction of this project contributes to solving workers’ housing issues, indirectly cuts spending and attracts human resources for enterprises at the Dong Van IV industrial park. Further, the project helps shorten travel time and indirectly reduce traffic volume, thereupon mitigating the pressing social problem of congestion at peak hours.

Nguyen Dinh Khang, Member of the Party Central Committee, Secretary of the Ha Nam Provincial Party Committee, extended congratulations to Viglacera and expressed appreciation for the corporation’s social responsibility and determination to implement policies adopted by the Government and local authorities. 

Located in the northern Dong Van IV Industrial Park in Kim Bang District, Ha Nam Province, the housing project covers an area of 16.69 hectares, with the population size of around 9,146 individuals and has a favorable location and bordering as below:

– The factory area of the Dong Van IV Industrial Park in the South;
– National Highway 1 in the East;
– The service and administration center of the Dong Van IV Industrial Park in the West.

The construction investment project at the Dong Van IV Industrial Park is designed to realize Ha Nam Province’s construction planning scheme up to 2030, vision to 2050;  Planning on division of construction sites at the Dong Van IV Industrial Park in Kim Bang District, Ha Nam Province.

Actively investing in worker’s housing construction at IPs, Viglacera has contributed to the implementation of policies issued by the Government, Ministry of Construction (MOC) and the Ha Nam authorities on the development of social housing and worker housing, remarkably, when it comes to the increasing shortage of secured accommodation for workers with Vietnam’s industrial development. The completion of 179 social housing projects in urban areas and IPs across Vietnam (approximately 71,150 apartments) has so far fulfilled only 28% of the target set in National Housing Development Strategy towards 2020 (approximately 250,000 apartments), said Pham Hong Ha, Minister of Construction. According to Vietnam General Confederation of Labor, there are 2.8 million workers at IPs and export processing zones in Vietnam, of which 1.7 million are in need of housing but only 8%-10% have had their housing demands met. The rest (1.5 million) have to rent houses from local people and live in poor conditions, which harms their health and thus affects their productivity.

Khoi-cong-NOCN-KCN-Dong-Van-IV-04Deputy Minister of Construction Bui Pham Khanh extended appreciation for Viglacera’s leading role in the development of social housing in general and housing for workers in particular.

To solve the shortage of housing for low-income people and workers at IPs, Prime Minister Nguyen Xuan Phuc asked localities, especially those with highly developed industry, to mobilize resources and focus on the implementation of the Prime Minister’s Directive on building social housing and accommodation for workers. During the construction process, special attention should be directed to the synchronization of social security infrastructure system so as to ensure sustainable development.
